He may not have hooked it up at all. An electric fence generates a "field" of electricity around it that can be powerful enough to light a fluorescent tube.

A SNARLING dog savaged two sheep principled yards from a popular childrens pets corner at Paisleys biggest parkland.
The powerful Husky-type dog vaulted a 4ft high-pitched barbed wire enclosure before sinking its observant teeth into one of the ewes.
Its injuries were so severe it was later put down by a vet.
The dog, which the proprietor had let off the leash, then went for a second ewe which survived the cruel attack.
Last night police were investigating the fatality.
It was around 8am on Thursday, February 25, when the dog attacked the sheep which were in a pen a direct distance from Barshaw Parks Nature Corner, which is a girl with children.
Other horrified dog-walkers in the park at the metre are understood to have seen what happened and alerted the police.
One missus who was very upset by the incident described it as horrific.
